Aunque es cierto que jubilados y pensionados están obteniendo amparos contra el gobierno de Lorena Cuéllar Cisneros por la implementación del nuevo sistema de servicio médico, en los hechos éstos más que representar una derrota jurídica como algunos pretenden hacer creer, en realidad representa un triunfo para las autoridades estatales porque los supuestos afectados al final deben acudir a los módulos y después recibir los medicamentos que requieran para atender sus enfermedades, situación que una vez que se cumple se demuestra legalmente que nunca se ha afectado su derecho a la salud.
La ruta legal que iniciaron los inconformes para defender sus derechos y argumentar que el gobierno del estado no está cumpliendo con la obligación de ofrecer servicios de salud a los burócratas, maestros, pensionados y jubilados está resultando positiva, porque la justicia federal sólo está recomendando a la administración lorenista que brinden el servicio de salud o procedimiento que se consideren adecuado para que los quejosos continúe con el tratamiento necesario para mantener su salud.
También sugiere a la autoridad estatal que facilite a los inconformes el acceso a los medicamentos que requiere para tratar sus padecimientos de acuerdo con la prescripción médica.
