Entre las promesas relacionadas al gasto social, el punto medular es la continuidad y expansión de los programas de bienestar, cabe señalar que el gasto acumulado entre 2019 y 2024 ascendió a 2.9 billones de pesos, un incremento de 131% en términos reales, por lo que con la permanencia y creación de nuevos programas indizados a la inflación las presiones sobre el presupuesto serán mayores. Ciertamente los programas sociales han demostrado tener impactos positivos en la reducción de la pobreza y la desigualdad (se redujeron más de 5 millones de personas según Coneval), pero por su naturaleza improductiva refleja un costo de oportunidad, especialmente cuando se financian con deuda.
La política de gasto en obra pública también implica continuidad y expansión. Se terminarán (y expandirán en su caso) las obras insignia del sexenio anterior específicamente el Tren Maya y el interoceánico, introduciendo el servicio de carga, lo cual sin duda es lo más rentable y que en principio justifica la inversión en el segundo proyecto. De igual forma se anunciaron nuevas líneas de transporte de pasajeros por ferrocarril, la intención es mejorar la conectividad regional, impulsar el turismo y promover el comercio transfronterizo, lo que implica seguir inyectando recursos. Durante el sexenio anterior se destinaron 5 billones de pesos a la inversión en infraestructura.
