En mi columna anterior comenté que era importante hacer un “corte de caja” de este gobierno en materia educativa, para saber qué herencia recibirá la próxima administración, encabezada por la Dra. Sheinbaum. También señalé que los dos indicadores educativos de mayor relevancia para un país son la cobertura y aprendizaje, que se matizan con el factor de equidad. De acuerdo con las estadísticas de la SEP, de 2018 a 2024, se retrocedió en el indicador de cobertura al reducirse la matrícula neta de la educación obligatoria en aproximadamente 1.6 millones de estudiantes; afectando principalmente a los grupos marginados y a las niñas, en la educación primaria.
El indicador de aprendizaje se entiende como el grado en que los estudiantes dominan los conocimientos y habilidades que se les enseñan en la escuela. Para un país, este indicador se mide a través de evaluaciones que diseñan y realizan instituciones especializadas, tanto nacionales como internacionales, que utilizan las metodologías más avanzadas para asegurar que sus instrumentos sean pertinentes, válidos y carentes de sesgos. Entre las instituciones nacionales que han evaluado el aprendizaje de los estudiantes mexicanos se encuentran la SEP, el INEE y la Mejoredu; mientras que entre las instituciones internacionales destacan la OCDE, la UNESCO y la IEA. Las evaluaciones nacionales son fundamentales porque se centran en los contenidos de los planes y programas de estudio del país. En cambio, las evaluaciones internacionales evalúan las competencias escolares que un grupo de especialistas, altamente calificado, seleccionan como relevantes para tener éxito en un mundo cada vez más comunicado, tecnificado y centrado en la ciencia. Los resultados de aprendizaje son importantes pues nos indican qué tan bien funciona el Sistema Educativo Nacional (SEN) para formar a sus estudiantes y dotarlos de las herramientas intelectuales que les permitan tener éxito en la vida.
