Habiendo perdido el control de la Cámara de Diputados en julio de 1997, el sexenio de Ernesto Zedillo inicia su segunda mitad nombrando al sinaloense Francisco Labastida Ochoa como titular de Segob el 3 de enero de 1998.
Labastida aspiraba a ser candidato del PRI a la presidencia en 2000, pero antes tenía un compromiso con su amigo Lauro Díaz Castro para hacerlo candidato a la gubernatura de Sinaloa en las elecciones del 8 de noviembre de 1998 en su estado natal. En la visión de FLO, el camino al 2000 pasaba por Sinaloa imponiendo al precandidato “oficial”.
En la elección de 1997 había sido electo senador Juan S. Millán, el cetemista y también aspirante a la candidatura del PRI a la gubernatura de Sinaloa en 1998. El ultimo gobernador de Sinaloa de la CTM había sido Alfonso G. Calderón (1974-1980) hacía ya tres sexenios.
Millán pretende que la ya débil figura de don Fidel Velázquez logre que el PRI lo nombre candidato de unidad para la gubernatura. Por otro lado, Labastida le dice a Millán desde Segob que la candidatura priista saldría de una elección abierta con la cara de un nuevo “PRI democrático” que con todo el apoyo oficial sacaría adelante a su delfín.
