El Bestiario…El Silencio Cómplice: ¿A quién le importa el ataque
Al no cumplir con su obligación de nombrar tres comisionados, la mayoría oficialista en el Senado paralizó deliberadamente al INAI. Cuando la Suprema Corte declaró inválido el acuerdo que clasificaba como de seguridad nacional toda la información sobre el Tren Maya y el Corredor Transístmico, la Presidencia emitió inmediatamente un decreto para volver a ocultar dicha información. La Secretaría del Bienestar ha sido reiteradamente omisa en su obligación de dar máxima publicidad a datos básicos sobre el programa Sembrando Vida ( i.e. , presupuesto, reglas de operación, entregas de recursos o requisitos para beneficiarios). En el sexenio de Peña Nieto se impugnaron casi 43,000 respuestas de sujetos obligados por la Ley de Transparencia; en el de López Obrador esa cifra asciende a poco más de 82,000, casi al doble. En fin, esos y otros ejemplos abundan. No son errores ni meras anécdotas, es un patrón: este gobierno ha desplegado una política francamente regresiva en cuanto a transparencia y acceso a la información.
Y también en lo relativo a la libertad de expresión. Primero, porque durante el sexenio de López Obrador hubo 62% más agresiones contra la prensa que en el de Peña Nieto, una agresión cada 14 horas. Y casi el 50% de esas agresiones ha sido perpetrado por autoridades del Estado mexicano. Más aún, hubo 248 campañas de desprestigio, intimidación y hostigamiento contra periodistas; 224 discursos estigmatizantes en comunicaciones oficiales (llamándoles “hampa”, “hipócritas”, “fifís”, “conservadores”, “corruptos”, etcétera). Solo en la conferencia mañanera del presidente se registraron un total de 179 agresiones. Y, en promedio, se iniciaron 2.4 procesos al mes susceptibles de ser considerados como acoso judicial contra periodistas y medios de comunicación. Segundo, porque el manejo del gasto en publicidad oficial siguió siendo altamente discrecional.
